At 11pm on the 21st, the PHP development team shipped a fix. Two holes, rated 9.2 on CVSS, letting an outsider with no credentials run programs on the server. Nearly every version is affected, and attack attempts appeared right after the release went out. Online games in Japan went into emergency maintenance.
The next morning in Tokyo, the buying went into small-cap security names. Cyber Security Cloud finished limit-up, 22% above the previous close. Azzment opened bid-only and touched its limit during the session. Neither filed anything about this. The developers who patched PHP are not employed by any listed company. A hole found where there is no stock to buy got absorbed by other companies' share prices.
The groundwork went in earlier this month. After a run of breaches and data leaks, the government pulled every ministry into one room on the 8th. The document the Cabinet Secretariat's National Cyber Office put out on the 9th leads with vulnerability management: don't defer patches, deploy multi-factor authentication. Companies were handed homework, and retail bought the question of who fills the order.
The names collecting the most message-board traffic already included that same cluster before the PHP news landed. The basket was assembled first, and the contents move together whenever a headline shows up.

翌朝、東京で買われたのはセキュリティ関連の小型株でした。サイバーセキュリティクラウドはストップ高、前日比22%高で終えています。アズジェントもカイ気配で始まり、一時ストップ高をつけました。二社とも、この件で出した発表はありません。PHPを直した開発者たちは、どこの上場企業にも属していません。買える株がない場所で見つかった穴を、別の会社の株価が引き受けました。
地ならしは今月の頭に済んでいます。不正アクセスによる情報漏えいが相次いだのを受けて、政府は8日、全府省庁を集めた会議を開きました。翌9日に内閣官房の国家サイバー統括室が出した文書は、一番目の項目が脆弱性の管理です。修正プログラムの適用を後回しにしないこと、多要素認証を導入すること。企業に宿題が出て、その宿題を誰が受注するのかを個人投資家が先に買った、という順番になります。
掲示板に書き込みが集まる銘柄には、PHPの件が出る前から同じ系統の名前が入っていました。かごは先に組まれていて、材料が来るたび中身がまとめて動きます。
