페어아이작(FICO)이 간밤 미국 시장에서 27% 빠졌습니다. 실적을 놓친 것도, 거래처를 잃은 것도, 제품을 바꾼 것도 아닙니다. 미국 연방주택금융청장이 패니메이와 프레디맥의 주택담보대출 가격표를 하나로 합치고, 거기서 뱅티지스코어와 FICO를 똑같이 취급하겠다고 했습니다. 수십 년에 걸쳐 쌓은 진입장벽이 관료 한 사람의 발표로 납작해졌습니다.
같은 날 나비타스 반도체는 올랐습니다. 미 육군이 10kV 탄화규소 소자 개발 상대로 이 회사를 골랐습니다. 미국 안에는 그걸 만드는 공정이 아직 없습니다. 조비 에이비에이션은 미국 게시판에 계속 올라와 있는데, 지금 연방항공청 형식증명의 마지막 단계에 있습니다. 연방항공청 조종사가 직접 그 기체를 몰아보는 단계입니다.
셋을 관통하는 건 움직인 쪽이 아니라 움직이게 한 쪽입니다. 한 회사는 규칙을 쓰는 쪽에 값이 다시 매겨졌고, 한 회사는 고객에게 채용됐고, 한 회사는 문지기를 기다립니다. 연방정부 부서 셋, 역할 셋. 세 경우 모두 결정한 쪽은 회사도 시장도 아니었습니다.
제도가 그렇게 짜여 있습니다. 저쪽에서 정부는 시장의 규칙을 쓰고, 그 시장의 최대 구매자인 경우가 많고, 누가 팔 수 있는지를 정합니다. 워싱턴을 읽는 건 거래 상대를 읽는 일입니다.

And Joby Aviation keeps filling retail boards while it sits in the final phase of FAA type certification, the stage where federal pilots fly the aircraft themselves.
The thread is what kind of actor is doing the moving. One company was repriced by a rule-setter. One was hired by a customer. One is waiting on a gatekeeper. Three federal desks, three functions, and in each case the decisive party was neither the company nor the market.
The reason is structural. Here the government writes the rules of a market, is frequently its largest single buyer, and decides who is allowed to sell at all. Reading Washington is reading the counterparty.
